I can't image any reason why sane-config runs when called manually but
not by ./configure. Did you use any options for ./configure or set any
environment variables concerning SANE? What is the error message in
config.log?

If it even can't find the sane-config you just have installed there is
something wrong with configure, but I don't lnow yet what.

Read the complete text. Before 1.0.2 you needed to add
/usr/local/lib/sane, with 1.0.2 and later versions /usr/local/lib.
