Just a simple suggestion, why not just include a keyword like "ANNOUNCE" in the subject line and if you don't want anything but those then just filter the rest to the trash.
I no it doesn't reduce the bandwidth of messages but it could solve this issue if those posting announcements use the keyword.
Just my 2 cents.

On the other hand really important announces for SANE (new versions,
development snapshots, major changes) are posted on
www.mostang.com/sane/ so you may use a service that checks the website
for changes once a day or so.
If you are interested in the changes that happen in the CVS you can
subscribe to sane-commit (see
http://www.student.uit.no/~pere/linux/sane/cvs-server.html).
What announcements do you want to see? Only SANE itsself or also for new
backend and frontend versions?
