* enter a bill into a form
* scan the bill give, the file the same number as in the form
* when accessing a bill the scan is also displayed
* the package is to manage bills
* distribute them to become approved for payment
* export selections to a banksoftware readable file

all as web-application appache/php/postgres

THE problem is the scanner might be attached to a windows workstation
not the server.
