Exact error messages will probably help. Did you read the documentation
(especially INSTALL)? I think the INSTALL file is even to restrictive
concerning the version number of gtk, 0.99.13 should be enough. If
something is unclear in the documentation any corrections are
appreciated.
You may also try a different frontend: XSane (see
http://www.xsane.org). However, if you can't compile xscanimage, it
may be possible that xsane won't compile either.

For which systems? Linux (Mandrake, Redhat, SuSE)? Version 5.0, 6.0,
7.0? What about Debian debs? FreeBSD? AIX? Irix? You see: Too many
systems to cope with. However there ARE links to binaries for some
platforms on the doewnload page, more are appreciated. Maybe SuSE has
updated RPMs for your distribution also.

Follow the instructions and ask again with exact error messages if it
doesn't work. Also tell us the version of your gtk and gimp libs.
