Do you have package libgimp-dev (or libgimp1.2-dev, although that
might not be in Debian "potato") installed? It is needed for compiling
GIMP plugins.

That header is indeed in libglib1.2-dev, but looks like its locatation
(/usr/lib/glib/include/) isn't made know to the compiler for some odd
reason.
