the empty translation files are included in xsane.
xsane-0.51 is the last published version.

What do you want to translate?

for xsane: xsane-0.51/po/newlanguage.po.in
for sane-umax: xsane-0.51/backend-po/newbackend.po.in

for anything else tell me what and I will explain it.
