Y range max on tamarack

Would someone (with CVS commit access) please change the
tamarack backend to an Y range max of 11.7 inches? It's line
270 of tamarack.c.

It's an A4 scanner and A4 is approximately 297.3 mm. My
Tamarack 6000C works with up to 11.7 inches, but simply turns
off the bulb (and ignores any further commands) if using
11.8. Thus I think 11.7 is safe.
