May sane_init fail?

I am reading the sane documentation 4.3.1: sane_init. This operation
returns SANE_Status, but the documentation does not describe which
return values that are valid.

What should it return if the driver is unable to start? The Win32
port might fail with incorrect winsock version, but I don't know what
to return when this happends.
