copyright change on sanei_net.h

To foster network protocol interoperability, I'd like to change the
copyright statement in sanei_net.h from GPL to public domain. As far
as I know, I'm the only author of that file but if someone has any
concern about this copyright change, please let me know asap. Note
that the copyright change affects the header file only---the sanei_net
implementation remains straight GPL and I have no intention of
changing that.
