People have already mentioned Xocr, and some commercial
software. Also, take a look at http://www.socr.org, which is a
development effort for a GPLed OCR program. Stuart Inglis is the
person working on the actual recognition engine; someone else is
working on a Qt-based GUI.

Yes, but Inglis' background is in machine learning. I really
wish I had time to play with the code, and possibly work on the GUI,
but my project list is too long already...
