Thats the problem ! You need gtk+970606-davidm.tar.gz to compile the xprograms.
Just install this package from ftp://tsx-11.mit.edu/pub/linux/packages/sane/ .
But before doing make install make sure to have the old libraries deleted.
then make distclean in sane-0.62 and type ./configure again.
xscanimage should compile :-)
