I think you got him wrong ... what he wants to do (?? !! ;-) is to write
a WinSock based Network-Client for NetSANE servers which acts as a
TWAIN-Library to Windows.
It wouldn't be easy, as building GUIs on-the-fly is not easy in Win, but ...

This would be _very_ nice to have.
We could make the Win people aware of SANE.

The only thing we would have to do is to talk some WebCam operators
into using SANE.
It would allow the users to set the parameters themselves ...
