Actually saned is an inetd-dependant type of net-daemon (or did someone add
standalone mode ?) and thus should probably be installed in /usr/sbin
(maybe usr/local/sbin) according to Linux fsstd. On other platforms this
could be /etc/inet, /etc or even some strange directory, if tcpd is in
use in "substitute-mode".

No - I always move it to /usr/sbin/in.saned.
